A Volatile Wall Street Ends the Day Flat

Stock indexes on Wall Street bounced around like a yo-yo on Friday, a day after they lost 4 percent of their value.

After a quick sigh of relief on better-than-expected jobs numbers at the opening, Wall Street moved lower as fears continued to hang over markets that the United States and Europe were not doing enough to counter their economic problems.

The three major Wall Street indexes were all over the map at the close, just as they were during the day. The Dow Jones industrial average was up 60.93, or 0.54 percent, to 11,444.61. But the broader Standard & Poor's 500-stock index was off less than a point to 1,199.37. The Nasdaq index, meanwhile, was down 23.98 points, or 0.94 percent, to 2,532.41.

U.S. Economy Added 117,000 Jobs in July; Rate Falls to 9.1%

Amid signs that the United States economy continued to wobble, employers added 117,000 jobs in July, the Labor Department reported on Friday.

That figure, the strongest performance since April, was not high enough to assuage fears of a renewed recession.

But it did give some cause for optimism during a tumultuous time for the economy. Unemployment fell a notch, to 9.1 percent from 9.2 percent.

The Labor Department also revised its estimate of job growth in June to 46,000 from the previously reported 18,000.

The latest employment reading came as investors are showing an escalating unease with the world economic outlook, with stocks on Wall Street falling by more than 4 percent on Thursday alone and 10 percent over the last two weeks.

Disapproval Rating of Congress at a Record 82 Percent, Poll Finds

The debate over raising the debt ceiling, which brought the nation to the brink of default, has sent disapproval of Congress to its highest level on record and left most Americans saying that creating jobs should now take priority over cutting spending, according to the latest New York Times/CBS News poll.

A record 82 percent of Americans now disapprove of the way Congress is handling its job — the most since The Times first began asking the question in 1977, and even more than after another political stalemate led to a shutdown of the federal government in 1995.

More than four out of five people surveyed said that the recent debt ceiling debate was more about gaining political advantage than about doing what is best for the country. Nearly three-quarters said that the debate had harmed the image of the United States in the rest of the world.
