News Alert: Libya Says It Has Captured Qaddafi's Son Seif al-Islam

Libya Says It Has Captured Qaddafi's Son Seif al-Islam

Libya's transitional government said Saturday that its fighters in the southern desert had captured Seif al-Islam el-Qaddafi, the last fugitive son and one-time heir apparent of Col. Muammar el-Qaddafi.

In a scene of celebration outstripped only by news of Colonel Qaddafi's capture and death last month, Tripoli's streets erupted into revelry. Vehicles clogged intersections, horns blaring, and militiamen shot their rifles into the sky.

Officials in the capital promised that the son would be closely guarded so he could face trial. But in a troubling echo of Colonel Qaddafi's capture a month ago, in which he was killed while in the hands of militiamen without ever reaching the capital, the local militias who announced Seif al-Islam's capture on Saturday suggested they would be the brokers of his fate, at least for now.

F.D.A. Revokes Approval of Avastin as Breast Cancer Drug

The Food and Drug Administration announced Friday that it was revoking its approval of the drug Avastin for breast cancer after concluding that it "has not been shown to be safe and effective for that use."

Avastin, made by the pharmaceutical company Roche, will remain an approved treatment for certain types of colon, lung, kidney and brain cancer, the F.D.A. commissioner, Margaret A. Hamburg, announced.

Some women who say the drug has been keeping them alive had pleaded desperately for the approval to be retained.

Attempted Assassination Charge in Shooting at White House, Prosecutor Says

An Idaho man accused of firing two shots at the White House last week has been charged with attempting to assassinate President Obama or his staff.

Oscar Ramiro Ortega-Hernandez, of Idaho Falls, Idaho, made his first court appearance before a federal magistrate in Pittsburgh on Thursday, one day after he was arrested at a western Pennsylvania hotel. He will be taken back from a federal court in Pittsburgh to face the charges in Washington, D.C.

Ortega will remain in federal custody at least until a magistrate in Washington can determine if he should remain jailed until his trial on the charge, which carries up to life in prison.

Suspect Arrested in Friday's Shooting at White House

Federal law enforcement authorities on Tuesday arrested a 21-year-0ld Idaho man suspected of shooting with a semiautomatic rifle at the White House on Friday night, as the Secret Service reported finding that at least one bullet had indeed struck the presidential residence.

The Secret Service said that Oscar Ramiro Ortega-Hernandez was arrested at a hotel near Indiana, Pa at approximately 12:35 p.m. by the Pennsylvania State Police, acting on information from the Secret Service's agents in Pittsburgh.

Gunfire was heard in the vicinity of the White House late Friday night, and a man abandoned a car several blocks away, fleeing on foot and leaving behind an AK-47 semiautomatic rifle. It was not clear for several days that someone had deliberately fired at the White House itself.

A Fund-Raiser for New York City Comptroller John C. Liu Is Accused of Fraud

A fund-raiser for the New York City comptroller, John C. Liu, whose campaign finances are under federal investigation, was arrested on Wednesday morning on charges of attempted wire fraud and conspiracy, people briefed on the matter said.

The charges against the man, Xing Wu Pan, do not mention Mr. Liu, but say that Mr. Pan served as a bundler — or person who gathers donations from a group of contributors — for a citywide candidate in New York for the 2013 election. A person briefed on the matter said the candidate was Mr. Liu.

The arrest underscores the political peril for Mr. Liu, who is considered a rising star in New York politics and a possible successor to Mayor Michael R. Bloomberg. Mr. Liu has quickly amassed more than $1 million in campaign contributions, but questions have surfaced about the legitimacy of his donations.

A state Supreme Court judge upheld the city's right to enforce rules that bar the Occupy Wall Street protesters from camping at Zuccotti Park.

The judge, Michael D. Stallman, wrote in his ruling Tuesday afternoon, "The court is mindful of the movements' First Amendment rights of freedom of speech and peaceable assembly." But he added, quoting from another case, "Even protected speech is not equally permissible in all places and at all times." He said that the protesters "had not demonstrated that the rules adopted by the owners of the property, concededly after the demonstrations began, are not reasonable time place and manner restrictions permitted under the First Amendment."

Police Begin Clearing Zuccotti Park of Occupy Wall Street Protesters

The New York Police Department began clearing Zuccotti Park of Occupy Wall Street protesters about 1 a.m. Tuesday, telling the people there that the camp would be "cleared and restored" before the morning and that any demonstrator who did not leave would be arrested.
The protesters resisted with chants of "Whose park? Our park!" as the police began moving in and tearing down tents. The protesters rallied around an area known as "the kitchen" and began building barricades with tables and pieces of wood.
Officers told the demonstrators that the city had "determined that the continued occupation of Zuccotti Park poses an increasing health and fire safety hazard."

News Alert: Players Reject N.B.A.'s Offer and Begin to Disband Union

Players Reject N.B.A.'s Offer and Begin to Disband Union

Faced with a deal it could not accept, and a negotiating process that had reached a dead end, the National Basketball Players Association elected to disband Monday afternoon, thrusting the N.B.A. into chaos. The prospect of reviving the 2011-12 season now rests with the courts.

Billy Hunter, the executive director of the now-defunct N.B.P.A., made the announcement just before 2 p.m., after a four-hour meeting of union officials and player representatives from all 30 teams. A letter informing the N.B.A. of the union's decision was sent before Hunter took the podium.

The union's decision comes four days after Commissioner David Stern issued an ultimatum to the union to accept the league's current proposal, or have it replaced with an inferior deal. Stern reiterated over the weekend that the N.B.A. was done negotiating.

Supreme Court Agrees to Hear Case Challenging Health Care Overhaul Law

The Supreme Court on Monday agreed to hear a challenge to the 2010 health care overhaul law, President Obama's signature legislative achievement. The development set the stage for oral arguments by March and a decision in late June, in the midst of the 2012 presidential campaign.

The court's decision to step in had been expected, but Monday's order answered many questions about just how the case would proceed. Indeed, it offered a roadmap toward a ruling that will help define the legacy of the Supreme Court under Chief Justice John G. Roberts Jr.

News Alert: Mario Monti Tapped to Lead Italy Out of Debt Crisis

Breaking News Alert

Mario Monti Tapped to Lead Italy Out of Debt Crisis

A day after accepting the resignation of Prime Minister Silvio Berlusconi, Italy's president on Sunday asked Mario Monti, a former European Commissioner, to form a government charged with helping defend Italy from Europe's sovereign debt crisis.

President Giorgio Napolitano formally tapped Mr. Monti on Sunday evening after a day of meetings with political leaders across the spectrum, almost all of whom had pledged their support for a government of technocrats to guide Italy into its post-Berlusconi future.

But in a sign of political wrangling to come, the leader of Mr. Berlusconi's People of Liberty party said on Sunday that the party would support a Monti government only for as long as it could fulfill its reform mandate. The party had been pushing for early elections, while media reports say Mr. Monti hopes to serve until the end of the current legislature in 2013.
