Secret U.S. Memo Made Legal Case to Kill a Citizen

The Obama administration's secret legal memorandum that opened the door to the killing of Anwar al-Awlaki, the American-born radical Muslim cleric hiding in Yemen, found that it would be lawful only if it were not feasible to take him alive, according to people who have read the document.

The memo, written last year, followed months of extensive deliberations and offers a glimpse into the legal debate that led to one of the most significant decisions made by President Obama — to move ahead with the killing of an American citizen without a trial.

The memo provided the justification for acting despite an executive order banning assassinations, a federal law against murder, protections in the Bill of Rights and various strictures of the international laws of war, according to people familiar with the analysis. The memo, however, was narrowly drawn to the specifics of Mr. Awlaki's case and did not establish a broad new legal doctrine.

U.S. Economy Added 103,000 Jobs in September; Unemployment Stays at 9.1%

The American economy added 103,000 jobs in September, the Labor Department reported Friday, a positive sign amid warnings that the country could be headed back into recession.

In its monthly report, the department also revised the August figure to a gain of 57,000, after an initial reading of no net growth.

The unemployment rate remained at 9.1 percent in September for a third month.

The report came on the heels of disappointing data about consumer confidence and the housing market, and as President Obama pushes Congress to pass his jobs bill. And economists have grown increasingly concerned about a ballooning European debt crisis that could send ripples across the Atlantic.

Manufacturer: Yu Wei Co. Ltd., of Taipei, Taiwan

Hazard: The drop-side rails on the crib can malfunction, detach or unexpectedly fall down, causing part of the drop side to fall out of position. When this happens, a space is created into which an infant or toddler can roll and become wedged or entrapped, which can lead to strangulation or suffocation. A child can also fall out of the crib. Drop-side incidents can also occur due to incorrect assembly and due to age-related wear and tear.

Incidents/Injuries: CPSC and the firms are aware of nine incidents involving drop side rails that malfunctioned or detached, including one report of a child who sustained minor abrasions to the arm.

Description: This recall involves Yu Wei full-size cribs sold under the Scroll and Lauren model names. The cribs were sold in antique white, pecan and dark cherry, and have the following model numbers and date codes listed on the inside of the crib's end panels.

Model # | Description | Date Code Between
343-8225 | Scroll Crib | 01/2006-12/2010
343-9117 | Lauren Crib | 01/2007-12/2010

Sold at: jcpenney.com and in the jcpenney catalog from January 2006 through December 2010 for between $300 and $450.

Manufactured in: Taiwan

Remedy: Consumers should immediately stop using the recalled cribs and contact Yu Wei to get a free immobilizer kit that will immobilize the drop side. In the meantime, parents are encouraged to find an alternate, safe sleep environment for the child, such as a bassinet, play yard or toddler bed depending on your child's age.

Consumer Contact: For additional information, contact Yu Wei at (877) 806-8190 between 9 a.m. and 5 p.m. CT Monday through Friday, or visit the firm's website at www.yuweicribrecalls.com . Consumers can also email the firm at yuweiparts@aol.com to order a free immobilizer kit.

Important Message from CPSC: CPSC reminds parents not to use any crib with missing, broken or loose parts. Make sure to tighten hardware from time to time to keep the crib sturdy. When using a drop-side crib, parents should check to make sure the drop side or any other moving part operates smoothly. Always check all sides and corners of the crib for parts separating that can create a gap and entrap a child. In addition, do not try to repair any side of the crib. Babies have died in cribs where repairs were attempted by caregivers. Crib age is a factor in safety. At a minimum, CPSC staff recommends that you do not use a crib that is older than 10 years old. Effective June 28, 2011, new, mandatory federal crib rules require that all cribs manufactured and sold after that date must meet new and improved safety requirements. Older cribs do not meet the new standard and can have a variety of safety problems. Check if your crib has been recalled at www.cpsc.gov

Chris Christie Will Not Seek Presidency, Advisers Confirm

Gov. Chris Christie of New Jersey has decided not to seek the presidency, according to two sources who were told of his decision.

Mr. Christie is scheduled to announce his decision at a news conference in the state capital at 1 p.m. But two sources said Tuesday morning that the governor will not pursue the Republican nomination.

The decision ends a late flurry of indecision on the part of Mr. Christie, who had been encouraged by a growing number of Republican donors and activists who had hoped he would add his name to the field of candidates vying to challenge President Obama.

Amanda Knox Freed by Italian Court

Amanda Knox, the American student convicted of taking part in a lurid 2007 murder in Italy, was cleared of most charges and freed by an appeals court on Monday, as was her codefendant Raffaele Sollecito.

The court in Perugia, Italy, upheld Ms. Knox's conviction for defamation — falsely accusing another person in the case — and sentenced her to three years in prison, less the time she has already served. She was also ordered to pay court costs.

Her original sentence, handed down in 2009, was 26 years.
