President Obama to Seek Higher Tax Rate on Millionaires

President Obama on Monday will call for a new minimum tax rate for individuals making more than $1 million a year to ensure that they pay at least the same percentage of their earnings as middle-income taxpayers, administration officials said.

With a special joint Congressional committee starting work to reach a bipartisan budget deal, the proposal adds a populist feature to Mr. Obama's effort to raise the political pressure on Republicans to agree to higher revenues from the wealthy in return for Democrats' support of future savings from Medicare and Medicaid.

Mr. Obama, in a bit of political salesmanship, will call his proposal the Buffett Rule, in a reference to Warren E. Buffett, the billionaire investor who has complained that the richest Americans generally pay a smaller share of their income in federal taxes than do middle-income workers, because investment gains are taxed at a lower rate.

Weekly Wrap Up

American Jobs Act: On Monday, the President sent the American Jobs Act to Congress. During the week he met with Americans who will benefit from the measures proposed in the Act, including gatherings at Fort Hayes High School, in Columbus, Ohio where the conversation focused on how the American Jobs Act will help teachers and student across the country. The White House also hosted Office Hours with some of the President’s senior economic advisers and hosted an Open for Questions session, answering your tweets, Facebook posts and questions sent to WhiteHouse.gov about the bill.

Remembering September 11: Sunday marked the 10th anniversary of the worst attacks on American soil in our history. Across the country people answered the President’s call and participated in service projects, including the First Family. The President and First Lady visited the September 11 memorials in all three of the crash sites, ground zero in New York City, Shanksville, Pennsylvania and the Pentagon. Vice President and Dr. Biden participated in the dedication ceremony for the Flight 93 National Memorial in Shanksville, and attended the Sunday service at the Pentagon. On Sunday evening, the President told the audience at the Kennedy Center’s Concert for Hope: “We kept the faith, took a painful blow, and we are stronger than before.”

America Invents Act: Thomas Jefferson would be proud. On Friday morning, President Obama signed the America Invents Act in law at Thomas Jefferson High School for Science & Technology in Alexandria, Virginia – in a nod to Jefferson, the first official to issue a U.S. patent. This historic legislation will help American entrepreneurs and businesses get their inventions to the marketplace sooner so they can turn their ideas into new products and new jobs. 

Medal of Honor: On Thursday the President awarded the Medal of Honor to Dakota Meyer, a former active duty Marine Corps Corporal from Kentucky. Sergeant Meyer was recognized for his courageous actions above and beyond the call of duty while serving in Kunar Province, Afghanistan, on September 8, 2009. Meyer is the third living recipient -- and the first Marine --to be awarded the Medal of Honor for actions in Iraq or Afghanistan. And at 23, he is also one of the youngest recipients in decades.

Violence Against Women Act: This week marked the 17th anniversary of the landmark legislation, and Vice President Biden, who sponsored this bill as a senator, spoke about the great strides that have been made in addressing all types of violence against women. Since the enactment of the bill in 1994, major changes have been made in the ways that communities respond to domestic violence, sexual assault, stalking and dating violence.

We the People: Turns out people want to know more about our upcoming petitions platform. Macon Phillips, the White House’s Director of Digital Strategy, addressed some of the questions and comments WhiteHouse.gov visitors have submitted about the new petition site. We the People will provide you with a new way to petition the federal government to take action on a range of issues that you care about.

U.A.W. Announces Tentative Agreement with G.M.

The United Automobile Workers union and General Motors said late Friday that they had reached a tentative agreement on a new labor contract.

The union declined to give out details of the deal, which covers 48,500 workers, but said that it included "improved profit-sharing" benefits and "significant improvements to health care benefits." The deal also was expected to include so-called signing bonuses worth at least several thousand dollars and a modest wage increase for entry-level workers, who have been earning about half as much as other workers.

The U.A.W., in a statement, said that it had successfully fought G.M.'s proposals to weaken workers' retirement benefits and "major concessions" to health care benefits. "In both pensions and health care, the U.A.W. was able to convince G.M. that far greater success could be achieved working together than by cutting pensions or health care," the statement said.

Negotiations with Chrysler and the Ford Motor Company are continuing.

Obama's Support Is Slipping, Poll Finds, but His Jobs Plan Is Well Received

President Obama's support is eroding among elements of his base and a yearlong effort to recapture the political center has failed to attract independent voters, according to the latest New York Times/CBS News poll.

The president's effort to seize the initiative on the economy was well received by the public. But despite Mr. Obama's campaign to sell the plan to Congress and voters, nearly half of people said they feared the economy was heading for a double-dip recession, and nearly three-quarters of Americans think the country is on the wrong track.

Republicans appear more energized than Democrats at the outset of the 2012 presidential campaign, but have not coalesced around a candidate. Even as the party's nominating contest seems to be narrowing to a two-man race between Mitt Romney and Gov. Rick Perry of Texas, a majority of their respective supporters say they have reservations. Half of Republicans who plan to vote in the primary say they would like more choices.

Abbas Says Palestinians Will Demand Full U.N. Membership at Security Council

The Palestinian president announced Friday that he will seek statehood through the Security Council at the United Nations next week, a move strongly opposed by Israel and the United States and likely to provoke a major conflict over how to resolve one of the most intractable issues in the Middle East.

The announcement by the president, Mahmoud Abbas, in a speech delivered at his headquarters in Ramallah in the Israeli-occupied West Bank, was the first time he has so explicitly and publicly endorsed such a strategy, which Palestinian officials have been moving toward for months as their frustration over stalled peace talks with Israel has intensified. American and Israeli diplomats had struggled to dissuade Mr. Abbas and his aides from such a step.

Target, Select Brands Recall Chefmate Blender Due to Laceration Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of Product: Chefmate(r) 6-Speed Blender

Units: About 304,000

Importer: Target Corporation, of Minneapolis

Manufacturer: Select Brands, of Lenaxa, Kan.

Hazard: While in operation, the plastic pitcher can separate from the blade assembly, leaving the blade assembly in the base and exposing the rotating blades. This poses a laceration hazard to consumers.

Incidents/Injuries: Target and the U.S. Consumer Product Safety Commission have received 11 reports of the blade assembly separating from the pitcher, seven of which reported serious lacerations to consumers' fingers and hands.

Description: This recall affects all Chefmate(r) 6-Speed Blenders, model BL-10. The model number is located on the bottom of the base. The blender consists of a six-inch tall, white electrical base with five, white speed-selector buttons labeled 1 through 5, one gray button labeled "Pulse/Off" and the word "Chefmate(r)" in black letters on the front; a clear plastic pitcher with a handle with U.S. and metric volume measurement markings; a white plastic lid with a removable clear plastic lid stopper; and a white plastic blade assembly with two angled, stainless steel blades.

Sold exclusively at: Target stores nationwide from September 2007 to February 2011 for about $14.

Manufactured in: China

Remedy: Consumers should immediately stop using the blenders and return them to any Target store to receive a full refund.
