  URGENT - IMMEDIATE BROADCAST REQUESTED SEVERE THUNDERSTORM WATCH NUMBER 752 NWS STORM PREDICTION CENTER NORMAN OK 140 PM CST THU NOV 25 2010  THE NWS STORM PREDICTION CENTER HAS ISSUED A SEVERE THUNDERSTORM WATCH FOR PORTIONS OF          PARTS OF SOUTHEAST ARKANSAS        PARTS OF NORTHERN MISSISSIPPI        PARTS OF WESTERN TENNESSEE  EFFECTIVE THIS THURSDAY AFTERNOON AND EVENING FROM 140 PM UNTIL 700 PM CST.  HAIL TO 1 INCH IN DIAMETER...THUNDERSTORM WIND GUSTS TO 70 MPH...AND DANGEROUS LIGHTNING ARE POSSIBLE IN THESE AREAS. As we have witnessed the events faced by California firefighters over the past several days, and on the eve of another September 11th remembrance, I find myself reflecting back to a time 9 years ago, and grateful for the services provided by our nation's firefighters to the residents of their communities. 

On September 11, 2001 my wife Linda and I were visiting Great Britain as a part of a tour. We were in Wales on the morning of 9-11 and the local time was just after 4:00 PM. 

We joined with the global community as we watched the British television coverage with much concern while our fellow citizens, public safety, and government responded to the strike against our country. We would attend a Mass for those who died and were injured in the three incidents of September 11th. 

The next morning, we found the garden outside the U. S. Embassy filled with citizens of London and surrounding neighborhoods who had brought all manner of gifts and expressions of sympathy for our nation and its first responders. These items included I Love New York t-shirts, personal (homemade) cards, miniature Twin Towers, and many other expressions meant to encourage and recognize those involved directly and indirectly with these tragic events. There were hundreds of London citizens from all walks of life, and all ages who came to our Embassy to sign a book of condolences. The line stretched for blocks.  

I can still vividly recall being asked by my fellow American tour members if I thought there were firefighters in the towers when they collapsed. My response was clear and very hard to communicate. I said you can be assured they were there and in harm's way, for it is what firefighters and first responders do.  

We as a nation can be most proud of the men and women of our firefighting and EMS services.  Today, as I reflect back on the events of 2001, and watch with great concern the activities of the men and women of the San Francisco area fire and EMS services, I am once again reminded of the invaluable services all first responders provide. 

On behalf of the staff of the United States Fire Administration (USFA), I would like to thank the men and women of this nation's fire and EMS services for the continued excellence of service they provide for all residents throughout our great country.  The USFA will always remember the efforts of so many on September 11, 2001, and continue to join with our partners in providing the leadership and support required of today's fire service.

U.S. District Judge Strikes Down Military Ban on Gays

A federal judge in Southern California declared the U.S.
military's ban on openly gay service members unconstitutional
because it violates the First Amendment rights of gay and
lesbians.

U.S. District Judge Virginia Phillips granted a request for
an injunction halting the government's ''don't ask, don't
tell'' policy for gays in the military.

But government lawyers argued Phillips lacked the authority
to issue a nationwide injunction and the issue should be
decided by Congress.

Court Sides With C.I.A. on Seizure of Terror Suspects

A sharply divided federal appeals court on Wednesday
dismissed a lawsuit involving the Central Intelligence
Agency's practice of seizing terrorism suspects and
transferring them to other countries for imprisonment and
interrogation. The ruling handed a major victory to the Obama
administration in its effort to advance a sweeping view of
executive secrecy power.

By a six-to-five vote, the United States Court of Appeals for
the Ninth Circuit, reversing an earlier decision, dismissed a
lawsuit against Jeppesen Dataplan Inc., a Boeing subsidiary
accused of arranging flights for the C.I.A.'s "extraordinary
rendition" program, as it is known. The American Civil
Liberties Union filed the case on behalf of five former
prisoners who say they were tortured because of the program -
and that Jeppesen was complicit in their treatment.

Inquiry by BP Finds a 'Sequence of Failures' Involving Several Companies Led to Oil Spill

The oil giant BP said Wednesday in an internal report that
multiple companies and work teams contributed to the Gulf of
Mexico spill that fouled waters and shorelines for months.

In its 193-page report posted on its Web site Wednesday, BP
described the incident as an accident that arose from a
complex and interlinked series of mechanical failures, human
judgments, engineering design, operational implementation and
team interfaces.

The report was generated by a BP team led by Mark Bly, the
company's head of safety and operations.

The report is far from the final word on possible causes of
the explosion, as several divisions of the federal
government, including the Justice Department, Coast Guard and
Bureau of Ocean Energy Management, Regulation and
Enforcement, are also investigating.

Obama Rules Out Compromise to Extend Bush-Era Tax Cuts for Wealthy

President Obama will rule out on Wednesday any compromise
that would extend the Bush-era tax cuts for the wealthy
beyond this year, officials said, adding a populist twist to
an election-season economic package that is otherwise
designed to entice support from big businesses and their
Republican allies.

Mr. Obama's opposition to allowing the high-end tax cuts to
remain in place for even another year or two would be the
signal many Congressional Democrats have been awaiting as
they prepare for a showdown with Republicans on the issue and
ends speculation that the White House might be open to an
extension.

BP Says Limits on Drilling Imperil Spill Payouts

BP is warning Congress that if lawmakers pass legislation
that bars the company from getting new offshore drilling
permits, it may not have the money to pay for all the damages
caused by its oil spill in the Gulf of Mexico.

The company says a ban would also imperil the ambitious Gulf
Coast restoration efforts that officials want the company to
voluntarily support.

Toshiba Recalls T Series Notebook Computers Due to Burn Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission and Health Canada, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of Product: Satellite T135, Satellite T135D and Satellite ProT130 Notebook Computers

Units: About 41,000 worldwide

Manufacturer: Toshiba America Information Systems Inc., of Irvine, Calif.

Hazard: The notebook computers can overheat at the notebook's plug-in to the AC adapter, posing a burn hazard to consumers.

Incidents/Injuries: Toshiba has received 129 reports of the notebook computers overheating and deforming the plastic casing area around the AC adapter plug, including two reports of minor burn injuries that did not require medical attention and two reports of minor property damage.

Description: This recall involves certain Toshiba Satellite T135, Satellite T135D and Satellite Pro T130 notebook computer models. "Toshiba" is printed on the top of the notebook computer. The model name and number are printed on a label on the bottom of the notebook computers.

Sold at: Electronics stores and other retailers nationwide and online, including at Toshibadirect.com and other websites, from August 2009 through August 2010 for between $600 and $800.

Manufactured in: China

Remedy: Consumers should immediately download the latest version of Toshiba's BIOS computer program to their notebook computer at http://laptops.toshiba.com/about/consumer-notices. This new computer program will detect whether the notebook computer is overheating, and if so, disable the notebook computer's external power and display a message directing the consumer to contact Toshiba for a free repair. Consumers who do not have Internet access should contact Toshiba to arrange for installation of the updated BIOS.
