After leading most of the game, Ohio State secured a victory over top-seeded Syracuse in the East Region final of the N.C.A.A. men's basketball tournament.

The victory earns the Buckeyes their second appearance in the Final Four in six years.

Jared Sullinger led Ohio State, a No. 2 seed, with 19 points and 7 rebounds.

The projected result would probably earn Mr. Santorum little if any momentum for the next month of contests. Nor can it answer the increasing doubts that Mr. Santorum will be able to expand his appeal beyond his core support of social conservatives, after his decisive loss to Mitt Romney in Illinois on Tuesday.

Former Vice President Dick Cheney Undergoes Heart Transplant, A.P. Reports

Former Vice President Dick Cheney had a heart transplant Saturday and is recovering at a Virginia hospital, his office said.

An aide to Mr. Cheney, Kara Ahern, said that he had been waiting for a transplant for more than 20 months and did not know the identity of the heart donor.

Mr. Cheney was recovering Saturday night at Inova Fairfax Hospital in Falls Church, Va., after surgery earlier in the day.

Florida Coach Billy Donovan, who played for Rick Pitino when Providence went to the Final Four in 1987, fell to 0-7 against his former coach.

Russ Smith scored 19 points and Chane Behanan scored 17, leading Louisville.

Obama Speaks Out on Trayvon Martin Killing

President Obama spoke in highly personal terms on Friday about the impact on him of the shooting in Florida of an unarmed 17-year-old black youth named Trayvon Martin, saying that "if I had a son, he'd look like Trayvon."

The comments from Mr. Obama were his first on the explosive case in which George Zimmerman, a neighborhood watch captain, has claimed self defense after shooting Mr. Martin several weeks ago. The case has generated outrage about the state's "Stand your Ground" self defense law.

Army Staff Sgt. Robert Bales will be charged on Friday with 17 counts of murder and various other charges, including attempted murder, in connection with the March 11 shooting deaths of Afghan civilians, a senior United States official said on Thursday.

Sergeant Bales, who is 38 years old and had been serving his fourth combat tour overseas, is expected to be charged at Fort Leavenworth, Kansas, where he is being held.

CORRECTION: An earlier alert said Sergeant Bales had been charged at Fort Leavenworth. He is expected to be charged there on Friday.

U.S. Moves to Ease Limits on Use of Data in Counterterror Analysis

The Obama administration is moving to relax restrictions on how counterterrorism analysts may access, store and search information about Americans gathered by government agencies for purposes other than national security threats.

Attorney General Eric H. Holder Jr. is expected on Thursday to sign new guidelines for the National Counterterrorism Center, which was created in 2004 to foster intelligence sharing and to serve as a clearinghouse for terrorism threats, according to officials.

The guidelines will lengthen to five years — from 180 days — the center's ability to retain private information about Americans when there is suspicion that they are tied to terrorism, intelligence officials said. The guidelines are also expected to result in the center making more copies of entire databases and "data-mining them" — using complex algorithms to search for patterns that could indicate a threat — than it currently does.

Safety 1st Cabinet Locks Recalled Due to Lock Failure; Children Can Gain Unintended Access to Dangerous Items

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of product: Push 'N Snap Cabinet Locks

Units: About 900,000

Importer: Dorel Juvenile Group (DJG) Inc., of Columbus, Ind.

Hazard: Young children can disengage the cabinet locks, allowing access to cabinet contents and posing the risk of injury, due to dangerous or unsafe items.

Incidents/Injuries: DJG has received 200 reports of locks that did not adequately secure the cabinet, including reports of damaged locks. Of the reported incidents, the firm is aware of 140 children between the ages of 9 months and 5 years who were able to disengage the locks and gain access to the cabinet's contents. In three of the reported incidents, the children who gained access swallowed or handled dishwashing detergent, window cleaner or oven cleaner, and were treated, observed and released from emergency treatment centers.

Description: This recall involves Safety 1st Push 'N Snap cabinet locks with model numbers 48391 and 48442. The model numbers are printed on the back of the product and on packaging. The locks are used to secure cabinets with two straps that wrap around the knobs or handles on a cabinet door. When the product is in the "lock" position, a green triangle is shown through a window on the device. The Safety 1st logo is embossed on the front of the lock. Locks manufactured between January 2004 and November 2010 are included in the recall. The date of manufacture is embossed on the back. The arrow on the date wheel points to the month and the numbers of either side of arrow represent the year of manufacture.

Sold at: Bed Bath & Beyond, and other retail stores nationwide and online at Amazon.com from January 2004 through February 2012 for between $2 and $4.

Remedy: Consumers should immediately remove the recalled locks from cabinets and contact DJG for a free replacement Push 'N Snap lock with model numbers HS158 or HS159. When removing the recalled locks, consumers are urged to immediately store dangerous items out of reach of children.

Adjustable Mattress Bases Recalled by Leggett & Platt Due to Fire Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of product: Power foundations or adjustable bases for mattresses

Units: About 25,200

Manufacturer: Leggett & Platt, of Georgetown, Ky.

Hazard: Electrical components in the motor control board can fail and short causing overheating, which poses a fire hazard.

Incidents: The firm has received 29 complaints of overheating in the electronic motor control board located in a housing underneath the deck of the power foundation. No injuries or property damage have been reported.

Description: The power foundations are motorized bed frames, controlled by handheld remotes, which enable the head and/or the foot of the bed mattress to be moved up and down. These power foundations were offered in all bed sizes and they were sold with handheld remote controls. The recalled models are "Titanium," "Gold" and "Signature" by Leggett & Platt and other brands names including Interflex, American Signature, Spring Air, Sealy and Simmons. Since power foundations look very similar, consumers should identify their products by looking at the remote controls. The remotes controls are either black or dark gray and feature multiple buttons and a label with one of these brand names: Adjustables by Leggett & Platt, Interflex, American Signature, Sealy, Simmons or Spring Air. Photographs of these remotes and these labels can be viewed anytime at www.titaniumrecall.com. No other power foundations are involved in this recall.

Sold at: Mattress retailers nationwide from March of 2008 to October of 2011 for about $1,700 to $2,200.

Hazard: The chin bar can break, causing the wearer to suffer a jaw or facial injury.

Incidents/Injuries: Easton Sports has received six reports of the chin bar cracking or breaking on impact with a ball or lacrosse stick, including one laceration injury.

Description: This recall involves all Easton Raptor Lacrosse Helmets. "Easton" is printed on either side of the back of the helmet and on the jaw strap. "RAPTOR" is printed low on the back of the helmet in the center. The helmets were sold in sizes XS/S, M/L, and XL/XXL and were available in the following colors: white; matte black; silver; navy blue and white; royal blue and white; and red and white.

Too often in Washington, politicians tell compelling stories about individuals when they are trying to make a point. But once the news cycle moves on, those people keep living their lives and confronting the same problems.

Health reform is different.

We met Nathan and his son, Thomas, in 2009. Thomas was born with hemophilia, and he hit lifetime limits on his health coverage with two different insurance companies before he turned seven years old. Two years ago, Nathan was hopeful about what the Affordable Care Act would mean.

Last week we spoke with Thomas's family again and they made it clear: Health reform has improved their quality of life. It means they can focus on making sure Thomas has the best possible care. It's changing their lives for the better.

It's a powerful thing to watch. Go check it out.

One Family's Story

Thomas is not alone. He's just one of the 105 million Americans who no longer have lifetime dollar limits on their coverage.

The Affordable Care Act gives hardworking, middle class families the security they deserve. Because of health reform, 54 million Americans with private insurance have been able to access more preventive services. In the 2011 tax year, two million workers will benefit from the small business health insurance tax credit. And 2.5 million young people under age 26 have gained coverage on their parents' plan.

Behind each of those numbers is a person like Thomas. Two years after President Obama signed the Affordable Care Act, life is a little better for millions of Americans from all over the country.

After a Snag, Trade of Tebow to Jets Is Confirmed

The Jets completed a trade for Tim Tebow on Wednesday night, ending hours of uncertainty that came after the team had already announced that the deal had been made with the Denver Broncos.

At 12:50 p.m. Wednesday, the Jets' official Twitter feed announced that the team had acquired Tim Tebow, the popular but polarizing quarterback, from the Denver Broncos. At 1:03 p.m., reporters who regularly cover the team received a text message acknowledging that the Jets and the Broncos had agreed in principle to the deal.

And then the proposed deal stalled, ostensibly because the Jets failed to fully understand a provision in Tebow's contract that would cause them to owe Denver about $5 million. Into the mix came the Jacksonville Jaguars, leaving the Jets to face the possibility that a high-profile trade would collapse in the most public of manners.

The Jets were able to salvage the trade, however, and the Broncos confirmed its completion Wednesday night.

Ceiling Fans Recalled by Westinghouse Lighting Due to Shock and Fire Hazards

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of product: Ceiling Fans

Units: About 7,000

Importer: Westinghouse Lighting Corp., of Philadelphia, Pa.

Hazard: The two 60-watt light bulbs included with the ceiling fans exceed the fan's maximum wattage, which can cause the ceiling fans to overheat or fail. This poses fire and shock hazards to consumers.

Incidents/Injuries: None reported

Description: The following Westinghouse Lighting ceiling fans with 24, 30 and 42-inch diameter blades are included in this recall. "Westinghouse" is printed on the fan's ceiling canopy. The item number is printed on the fan's motor housing.

Many Forests Feeling the Heat from Climate Change

World Forestry Day, March 21


As the climate gets warmer, many forests are feeling the heat. Impacts range from increased forest fire hazards and tree mortality to detrimental beetle outbreaks and alterations to leaf abundance and bloom.

When forest cover or composition changes, there are impacts to the availability of wood products, clean water, recreational opportunities, and habitats for many plants and animals.

In recognition of World Forestry Day, let's take a glimpse at U.S. Geological Survey science to understand the fate of forests from climate change.

To sustain the health and production of America's forests, managers need sound science to guide their decisions. The USGS is involved in several initiatives across the nation and in other countries to provide science to understand climate change impacts to forests.

USGS scientists are working to detect what forest changes are happening and the associated impacts, while also developing forecasts and scenarios for what may happen in the future. Scientists are even looking at the potential for our nation's vegetation, soils and sediments to soak up and store carbon from the atmosphere. This science is the basis on which strategies are developed to manage and protect these environments.

What Changes are Happening Now and in the Future?

Scientists are identifying how climate change is impacting forests by answering questions such as: What's happening, why, what does it mean, and what does the future hold?

Forest Fires

There is a growing realization that climate warming may be linked to increasing forest fire size, severity, and frequency. Hotter temperatures result in reduced winter snowpack, earlier snowmelt, longer summer drought, and therefore drier conditions that are more susceptible to fire ignition.

Forest Die-off

USGS scientists have found that warmer temperatures and associated stress from drought are contributing to increased tree mortality in all major forest types around the world. The USGS is developing models to forecast expected changes in tree distributions given projected changes in climate. In the Southwest, for example, Joshua trees will likely be eliminated from 90 percent of their current range in 60 to 90 years. Other USGS research has also identified a rapidly rising death rate for trees in old-growth forests across the West.

Beetle Outbreaks

Hotter temperatures may contribute to outbreaks of insects or diseases, both native and non-native, which are harmful to forests. USGS scientists have linked some recent outbreaks of tree-killing bark beetles in the West to warming temperatures. In Colorado, the USGS is working to evaluate whether and how forest management practices (such as thinning or prescribed burning) increase or decrease forests' resilience to a currently destructive native insect, the mountain pine beetle.

Leaf Growth and Abundance

As climate changes, it affects the timing of when leaves emerge, the amount of foliage that grows as well as the time frame when leaves begin to fall. The study of the timing of such events as related to climate is termed "phenology." USGS scientists are studying how forest phenology may be impacted by climate change, focusing research on Shenandoah National Park in Virginia. Understanding forest phenology patterns is important because it affects water resources, habitat condition, the timing of allergy seasons, vacation planning and tourism, and carbon storage.

Storing Carbon in Forests

Trees naturally soak up CO2 from the air through photosynthesis. Forests absorb about 1/4 of annual anthropogenic (human created) carbon emissions that would otherwise contribute to atmospheric warming.

USGS scientists are assessing the potential of ecosystems to store carbon in vegetation, soils and sediments, which is a process known as biological carbon sequestration. The assessment will help inform land management decisions such as wetland restoration, forest harvesting, or farming techniques. A USGS assessment on the amount of carbon stored in ecosystems across the nation is expected to be completed around 2013.

The USGS is also actively involved in SilvaCarbon, helping countries build the capacity to monitor and manage their forests and carbon. In a collaborative effort, U.S. Federal agencies have been conducting national assessments in Gabon, Indonesia, Colombia, Ecuador and Peru. They are also providing training workshops such as techniques for forest mapping and how to link ground, aerial and satellite observations. SilvaCarbon also contributes to the Group on Earth Observations (GEO) Forest Carbon Tracking initiative.

Forest Science Requires Long-Term Monitoring and Research

Part of the challenge for understanding how forests are affected by climate change is the need for long-term data. Satellites are a cost-effective way to gather wide-spread information on forests, and the USGS Landsat program has been doing so across the globe since 1972. Landsat records provide the world's longest continuous collection of space-based data.

The world's longest ongoing annual record of forest data is in Sequoia and Yosemite national parks in California. For 30 years, the USGS has been tracking the birth, growth, health and deaths of some 30,000 individual trees in these parks. Research is coordinated through the USGS Western Mountain Initiative climate change project.

Long-term monitoring and sound science on climate change impacts to our forests is needed to make the most informed decisions to protect these environments.

Romney Wins Illinois Republican Primary, Exit Polls Say

Mitt Romney won a commanding victory over Rick Santorum in Illinois on Tuesday, providing new ammunition for his argument that the Republican nomination contest should quickly give way to a focus on defeating President Obama.

Mr. Romney bested his chief rival among many types of voters, winning among voters of all ages and most income groups. Mr. Romney drew the support of more moderate voters — as he has in the past — but also won among voters who said they were supportive of the Tea Party movement.

For Mr. Santorum, the loss was a missed opportunity to blunt Mr. Romney's momentum. Mr. Santorum's victories have mostly come in the south and Tuesday's primary was a moment that he could have used to demonstrate strength elsewhere.

Bon Hiver Recalls Freebase Snowboard Bindings Due To Fall Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of product: Snowboard Bindings

Units: About 200

Importer: Bon Hiver Inc., of Chester, N.Y.

Hazard: The binding's base plate can fracture from impact during use, posing a fall hazard to snowboarders.

Incidents/Injuries: Bon Hiver has received two reports of the base plates fracturing during use. There have been no reports of injuries or property damage

Description: The recalled products are Bon Hiver Freebase snowboard bindings in the following models: 11 Series - Assault or Infrared, 13 Series - Arsenal or Hellfire and 18 Series - Stealth or Storm. The bindings are sold in pairs. Each binding is made up of two pieces: a boot base and a base plate. The boot base, which attaches to the snowboarder's boot, has a high back, ankle strap, toe strap and footplate. It is made of plastic and aluminum, has six magnets on the underside of the footplate and is made in the following colors: black, blue, red and white. The Bon Hiver logo appears on the back of the boot base near the top and across the ankle strap. The words "Bon Hiver Snowboarding" appear on the heel. The series number is located next to the logo on the back of the boot base and on the side of one of the footplates. The base plate is flat and made of black plastic. It has four locking mechanisms to attach it to the board.

Sold at: BonHiver.com and ski and snowboard retailers from November 2011 to December 2011 for between $260 and $350.

Remedy: Consumers should immediately stop using the recalled bindings and return them to Bon Hiver for a free repair and a 20 percent refund of the purchase price.

(Fresh Cheese In Banana Leaf), El Ranchero Queso Oaxaca 14 oz. and 10 lb. (String Cheese) because they have the potential to be contaminated with Listeria monocytogenes, an organism which can cause serious and sometimes fatal infections in young children, frail or elderly people, and others with weakened immune systems. Although healthy individuals may suffer only short-term symptoms such as high fever, severe headache, stiffness, nausea, abdominal pain and diarrhea, Listeria infection can cause miscarriages and stillbirths among pregnant women.

Apple announced Monday that it would pay a stock dividend of $2.65 a share in the fourth quarter and its board authorized a $10 billion share buyback, two moves that will use up some of its cash hoard of nearly $100 billion to reward investors.
