S.&P. Cuts France's AAA Rating, Affirms German Credit and Reduces Portugal to Junk Status

Standard & Poor's Corp. on Friday stripped France of its sterling credit rating, cut Portugal's credit to junk status and downgraded Italy's debt by two steps in a wide-ranging action revision of European countries caught in the euro crisis.

The actions were the strongest signal yet that Europe's sovereign debt woes were far from over and would pose fresh political challenges for politicians, including President Nicolas Sarkozy of France, as they try to stabilize the problem on the Continent, now in its third year.

A downgrade by a single ratings agency would have an immediate, though not devastating, impact on the countries' ability to borrow money. S.& P. warned in December that the agency was reviewing the credit ratings of 15 European Union countries because of the crisis. Germany and the Netherlands, which were on the original list, were not expected to receive a downgrade Friday, news agencies reported.

100 Years of Volcano Monitoring in the United States

This year, the USGS is proud to celebrate 100 years of continuous volcano monitoring in the United States.

Monitoring began in 1912, when Thomas A. Jaggar, Jr., of the Massachusetts Institute of Technology, founded the Hawaiian Volcano Observatory (HVO) in the then U.S. territory of Hawai'i.

The HVO became a permanent part of the USGS in 1947, and today the USGS Volcano Hazards Program monitors volcanoes across the United States and helps monitor others around the world watching for signs of unrest that can lead to hazardous conditions, learning more about volcanic processes and risks, and helping to make communities safer.

Living with Volcanoes in Hawai'i

"Volcanoes are an important part of life on Hawai'i Island, and all of us who live here must learn to live safely within the dynamics of an ever-changing volcanic environment," said Jim Kauahikaua, HVO's Scientist-in-Charge. "Part of this celebration is recognizing the tremendous advances we've seen in the methods, tools, and technology used to study Hawaiian volcanoes and how that has helped lead to a remarkable increase in our understanding of how volcanoes work."

"The HVO helps ensure the safety and welfare of citizens of our island by forecasting potential destructive volcanic activity," said Quince Mento, former Administrator, Hawai'i County Civil Defense Agency. "Without the HVO's dedicated staff our public safety agencies would not be able to mitigate loss of life and property in a timely fashion. We celebrate HVO's 100th anniversary and its continued role in protecting our island residents and advancing the science of volcanology."

Built by Lava

Lava first erupted above sea level more than 500,000 years ago to begin forming the Island of Hawai'i. Since then, countless eruptions from its five volcanoes have built the "Big Island" to a towering height of more than 4,000 m (13,000 ft).

Hawai'i's two most active volcanoes  Mauna Loa and Kilauea erupt lava frequently enough to pose a serious hazard to property on many parts of the island. About 40 percent of Mauna Loa, the most massive volcano on Earth, has been covered by lava in the past 1,000 years, and over 90 percent of Kilauea's surface is covered by lava less than 1,100 years old.

The current eruption of Kilauea has been ongoing since 1983, and HVO staff members have been dedicated to helping keep people safe. In 1990, for example, lava flows threatened the town of Kalapana. During this difficult period, HVO scientists provided detailed information 7 days a week on lava movement to the Hawai'i County Civil Defense, which made decisions regarding evacuation, road closures, and safe vantage points for residents and visitors.

As land development expands toward areas of relatively high volcanic hazard, the threat to life and property on Hawai'i will increase accordingly.

"Volcanic activity and its associated earthquakes are responsible for Hawai'i's fertile soil, rainfall, isolated habitat for unique species, breathtaking natural beauty, but also, unfortunately, its geologic hazards," said Marcia McNutt, USGS Director.

USGS Mitigating Volcano Hazards around the World

The USGS Volcano Hazards Program monitors volcanoes across the United States and helps monitor others around the world for signs of unrest that can lead to hazardous conditions. The USGS and its partners also issue warnings of impending eruptions to help prevent loss of life and property.

The USGS now operates five volcano observatories monitoring volcanic activity throughout the United States and its territories:

Each observatory provides regular updates of volcanic activity within its area of responsibility with updates becoming more frequent as activity escalates.

In addition, the USGS provides long-term volcano hazard assessments for a growing number of volcanoes, provides public education materials about volcano hazards, and participates in emergency management exercises meant to assure public safety during times of volcanic crises.

A national assessment and plan for U.S. volcano monitoring, called the National Volcano Early Warning System (NVEWS), was proposed in 2005 to establish a proactive, fully integrated, national-scale monitoring effort that ensures the most threatening volcanoes in the United States are properly monitored in advance of the onset of unrest and at levels commensurate with the threats posed.

Join USGS Celebratory Events in Hawai'i

In celebration of its centennial milestone, the HVO is hosting events throughout the year, with most activities in January during Hawai'i's Volcano Awareness Month. These public events will help promote awareness of Hawai'i's active volcanoes and the importance of understanding how volcanoes and earthquakes can impact island communities. Public programs and activities on Hawai'i Island, held in cooperation with the National Park Service and the University of Hawai'i at Hilo, include island-wide talks by HVO scientists and guided hikes in Hawai'i Volcanoes National Park.

A centennial open house will be held at HVO on Saturday, January 21, from 9 a.m. to 4 p.m.

"The activities planned during Volcano Awareness Month are an engaging and stimulating way for residents and visitors alike to learn more about the fascinating processes that have formed and continue to shape these enormous volcanic features and how to live safely in the vicinity of such powerful geologic forces," said McNutt.

Big Lots Recalls Floor Lamps Due to Shock Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of Product: Floor Lamps

Units: About 43,700

Importer: Big Lots, of Columbus, Ohio

Hazard: The wiring for the lamp's light sockets can become exposed, posing a risk of electric shock to consumers. In addition, use of the recommended standard 40 watt light bulbs can generate excessive heat, which can melt the double plastic shades over the bulbs.

Incidents/Injuries: The firm has received four reports of melting lamp shades. No injuries have been reported.

Description: This recall involves Classic Quarters Five Light Floor Lamps. The lamps stand about five feet tall and have a gunmetal or chrome colored metal pole and five adjustable lights mounted on flexible metal tubes at the top. Dark plastic or multi-colored double plastic shades cover each of the five lights. Recalled lamps use standard incandescent or CFL bulbs and have labels marked with the model number "G-1843-5" affixed to the underside of the lamp base. These lamps can be further identified by SKU numbers 612007239, 612007829 or 612008982 at the beginning of the instructions. Lamps that use candelabra bulbs are not subject to this recall and can be identified by labels marked with the model number "G-1844-5B" and SKU numbers 612009036 or 612009037 in the instructions.

Sold exclusively at: Big Lots stores nationwide from April 2010 through November 2011 for between $30 and $50.

Manufactured in: China

Remedy: Consumers should immediately stop using the lamps and return them to a Big Lots store for a full refund.

Kaz USA Recalls Honeywell Portable Electric Heaters Due to Burn Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Name of Product: Honeywell Surround Select Portable Electric Heaters

Units: About 19,000

Distributor: Kaz USA Inc., of Southborough, Mass.

Manufacturer: Ningbo SMAL Electrics Co. Ltd., of China

Hazard: The heater's internal housing, including the fan, heating element and circuitry, can detach, posing a burn hazard to consumers.

Incidents/Injuries: None reported

Description: This recall includes Honeywell Surround Select Series portable electric heaters with model numbers HZ-420, HZ-430, and HZ-440 and five-digit date codes that have 11 as the last two digits. The heaters are black or white cylinders with a handle on top. The model number is stamped into the plastic on the bottom of the heater. The date code is located on the metal prongs of the heater's electrical plug. "Honeywell" and "Surround Heat" are printed on the front of the heaters. This heater was distributed by Kaz USA under license from Honeywell.

Sold at: Best Buy, Meijer and Walmart stores nationwide from July 2011 through December 2011 for between $50 and $70.

Manufactured in: China

Remedy: Consumers should immediately unplug and stop using the heaters and contact Kaz for a full refund.

Name of Product: Tea Lights in Carruth Candleholder Collection Sets

Units: About 5,480

Importer: DD Traders Inc. d/b/a Demdaco, of Leawood, Kan.

Manufacturer: Tien Chi Art Co Ltd. of Xiamen City, Fujian Province, China

Hazard: The tea light can burn with an excessive flame height, posing a fire hazard to consumers.

Incidents/Injuries: The firm is aware of one fire that resulted in minor property damage. There are no reports of injuries.

Description: The recalled tea lights were sold as part of the Carruth Candleholder Collection sets. The Carruth candleholder sets are resin votive candle holders with a glass insert that holds a tea light. The stock number is printed on a label on the bottom of the candleholders. The tea lights are white. The following eight models and stock numbers are included in this recall: Butterfly, 17708; Smile, 17709; Sun, 17710; Roots of Love, 17711; Sunflower, 17712; Hummingbird, 17713; Bunny, 17714; Friendship, 17715.

Sold by: Home decorating and gift stores nationwide from January 2010 to November 2011 for about $14.

Manufactured in: China

Remedy: Consumers should immediately stop using the tea light candle and contact Demdaco for a free replacement tea light.

Chariot Carriers Recalls Child Bicycle Trailers and Conversion Kits Due to Injury Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of Product: Chariot bicycle trailers and bicycle trailer conversion kits

Units: About 44,000 bicycle trailers and 70,000 bicycle trailer conversion kits

Manufacturer: Thule Child Transport Systems Ltd., d/b/a Chariot Carriers, of Calgary, Canada

Hazard: The bicycle trailer's hitch mechanisms can crack and break, causing the trailer to detach from the bicycle. This poses an injury hazard to children in the bicycle trailer.

Incidents/Injuries: The firm has received 24 incident reports worldwide, three of which occurred in the United States, involving the bicycle trailers and the conversion kits. No injuries have been reported.

Description: Chariot Carriers convert to strollers, jogging strollers and bike, hike or ski trailers. This recall involves Chariot bicycle trailers and bicycle trailer conversion kits. Recalled trailers have serial numbers from 1205-xxxx to 0710-xxxx (representing manufacture dates December 2005 through July 2010) located the left side on the frame. Recalled conversion kits have hitch arms that attach the carrier to the bicycle with model number "20100503" printed on a label attached to the aluminum tube next to the warning label. Older conversion kits without a label, but with a release push button located where the hitch arm inserts into the carrier, are also being recalled.

Sold at: Specialty bicycle stores nationwide and on various websites from December 2005 through August 2010 for between $400 and $925 for Chariot bicycle trailers and from October 2002 through August 2011 for between $40 and $70 for bicycle trailer conversion kits.

Manufactured in: Canada

Remedy: Consumers should immediately stop using the recalled bicycle trailers and bicycle trailer conversion kits and contact Chariot Carriers for a free repair kit which the consumer can install.

Romney Wins New Hampshire G.O.P. Primary, Projections Show

Mitt Romney has won the New Hampshire Republican primary, projections show, achieving a sweep of the first two critical contests in the 2012 presidential race and boosting his chances at becoming his party's nominee this fall.

The New York Times and other news organizations declared Mr. Romney the winner in the race just moments after the polls closed at 8 p.m. Eastern time, based on exit polls and early returns. The margin of his victory and the order of those behind him remain uncertain until more votes are counted.

Mr. Romney barely won Iowa's caucuses a week ago, besting Rick Santorum by a mere eight votes out of more than one hundred thousand cast.

Mr. Romney's second White House bid had been premised from the beginning on the idea that he could win in New Hampshire, a state he has all-but adopted as his own in the years since Senator John McCain dashed his hopes here.

William M. Daley, President Obama's chief of staff, is stepping down, White House officials confirmed Monday. The news was first reported by The Los Angeles Times. Mr. Daley, a former commerce secretary and the son and brother of Chicago mayors, was named to the post by Mr. Obama on Jan. 6, 2011.

Jacob J. "Jack" Lew, director of the Office of Management and Budget, will take over Mr. Daley's duties, officials say.
