CDC funding helps states combat prescription drug overdose epidemic

Agency commits $20 million to advance prevention on multiple fronts

 

 

Today, the Centers for Disease Control and Prevention (CDC) announced the launch of Prescription Drug Overdose: Prevention for States, a new program to help states end the ongoing prescription drug overdose epidemic. The Prevention for States program, as part of the U.S. Department of Health and Human Services’ Opioid Initiative, will make a strong investment in 16 states, giving them the resources and expertise they need to help prevent overdose deaths related to prescription opioids. The program builds upon the infrastructure of CDC’s Prevention Boost and Core Violence and Injury Prevention programs. 

 

Through a competitive application process, CDC selected 16 states to receive funds through the program: Arizona, California, Illinois, Kentucky, Nebraska, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, Tennessee, Utah, Vermont, and Wisconsin.

“The prescription drug overdose epidemic requires a multifaceted approach, and states are key partners in our efforts on the front lines to prevent overdose deaths,” said Secretary Sylvia M. Burwell. “With this funding, states can improve their ability to track the problem, work with insurers to help providers make informed prescribing decisions, and take action to combat this epidemic.”

In FY2015, CDC is committing $20 million to launch this program in 16 states.  Over the next four years, CDC plans to give the states annual awards between $750,000 and $1 million each year, subject to the availability of funds, to advance prevention, including in these areas:

 

  • Enhancing prescription drug monitoring programs (PDMPs).
  • Putting prevention into action in communities nationwide and encouraging education of providers and patients about the risk of prescription drug overdose.
  • Working with health systems, insurers, and professional providers to help them make informed decisions about prescribing pain medication.
  • Responding to new and emerging drug overdose issues through innovative projects, including developing new surveillance systems or communications campaigns.

States can also use the funding to:

  • Better understand and respond to the increase in heroin overdose deaths.
  • Investigate the connection between prescription opioid abuse and heroin use.

The President’s Budget for 2016 includes a request from Secretary Burwell for the resources needed to expand CDC’s state efforts to all 50 states and launch a national program that will focus on prevention and prescription drug overdose surveillance.

A national epidemic

Since 1999, overdose deaths involving prescription opioids have quadrupled in the U.S. More than 16,000 people died from prescription opioid overdoses in 2013. Heroin deaths have also been on the rise, with more than 8,000 overdose deaths involving heroin in 2013—a nearly three-fold increase since 2010.

The amount of opioids prescribed and sold in the United States has increased four-fold since 1999, but there has not been an overall change in the amount of pain that Americans report.

“The prescription drug overdose epidemic is tragic and costly, but can be reversed,” said CDC Director Tom Frieden, MD, MPH.  “Because we can protect people from becoming addicted to opioids, we must take fast action now, with real-time tracking programs, safer prescribing practices, and rapid response.  Reversing this epidemic will require programs in all 50 states.”

Recall Summary

 

Name of Product: Croker Kids Ireland kids hoodie

 

Hazard: The sweatshirts have a drawstring around the neck area which poses a strangulation hazard to children. Drawstrings can become entangled or caught on playground slides, hand rails, school bus doors or other moving objects, posing a significant strangulation and/or entanglement hazard to children. In February 1996, CPSC issued guidelines about drawstrings in children's upper outerwear. In 1997, those guidelines were incorporated into a voluntary standard. Then, in July 2011, based on the guidelines and voluntary standard, CPSC issued a federal regulation. CPSC's actions demonstrate a commitment to help prevent children from strangling or getting entangled on neck and waist drawstrings in upper outerwear, such as jackets and sweatshirts.

 

Remedy: Refund

Consumers should immediately take these recalled hoodies away from children. Consumers can remove the drawstring from the hoodie to eliminate the hazard or return it to the place where purchased for a full refund.

Description: This recall involves James Trading Group’s Croker Kids Ireland Sports Hoodie with model number IR6012 printed on a hang tag attached to the hoodie. The kids hoodie has green fabric on the upper chest and arms with a white diagonal stripe across the torso and a blue panel on the bottom half of the hoodie. “Ireland” is printed in white letters across the chest and there are three Shamrock logos embroidered onto a patch on the bottom left side of the hoodie. The hoodie is 75% cotton and 25% polyester. The hoodie was sold in kids sizes “2YR” through “12YR” printed on the hang tag and on the tag sewn into the neck of the garment. “Croker” is printed on the inside neck label on the garment.

Name of Product: Prestone® Windshield De-Icer and Prestone® Ice & Frost Shield

 

Hazard: The trigger spray assembly can be removed from the De-Icer and Frost Shield container. The product contains methanol and ethylene glycol. Children may gain access to the product by removing the trigger assembly, posing a risk of poisoning.

 

Remedy: Replace

 

Always keep all products that contain hazardous chemicals out of reach and sight of children. Consumers should inspect the bottle to see if the trigger assembly can be removed by twisting the neck shroud counter-clockwise. If the trigger assembly can be removed, consumers should contact Prestone to receive a new replacement trigger assembly that, once engaged, cannot be removed.

Description: This recall involves two products: Prestone Windshield De-Icer and Prestone Ice & Frost Shield. The Windshield De-Icer (SKU AS-246) is used to melt ice on vehicle windshields and windows. The De-Icer was sold in a clear yellow 32-ounce trigger spray plastic bottle with a black tip on the nozzle. The Prestone Ice & Frost Shield (SKU AS-247) is used to reduce morning frost, light ice and snow on vehicle windshields, windows and wiper blades. The Frost Shield was sold in a clear yellow 32-ounce trigger spray plastic bottle with a yellow trigger pull. The SKU number is printed on the bottom left of the back label.

Name of Product: Cannondale mountain bicycles with OPI stem/steering tube

 

Hazard: The OPI stem/steering tube assemblies can fail, posing a risk of injury from a fall.

 

Remedy: Repair

 

Consumers should immediately stop using the recalled bicycle and take it to the nearest authorized Cannondale dealer for a free repair. Cannondale dealers will fit a locking reinforcement wedge assembly inside the OPI stem/steering tube and replace the clamp bolts.

High school athletes using smokeless tobacco more than non-athletes

Cigarette use going down while smokeless use going up

 

High school athletes who play on sports teams smoke tobacco products at a lower rate than non-athletes, but use smokeless tobacco at a higher rate, according to a study published by the Centers for Disease Control and Prevention in today’s Morbidity and Mortality Weekly Report (MMWR).

 

Data from national Youth Risk Behavior Surveys (YRBS) show that while current use of combustible tobacco products (cigarettes and cigars) dropped dramatically from 2001 to 2013 among all high school students (31.5 percent to 19.5 percent), current use of smokeless tobacco remained unchanged among non-athletes (5.9 percent) and increased among athletes (10 percent to 11.1 percent).

 

The lower use of combustible tobacco products might result from athletes’ awareness of how smoking can hurt athletic performance. The higher use of smokeless tobacco suggests athletes may perceive these products as harmless, socially acceptable, or perhaps even as a way to boost athletic performance. However, smokeless tobacco contains nicotine and cancer-causing chemicals and may increase the risk of death from heart disease and stroke. Notable athletes with a history of smokeless tobacco use have been diagnosed with or died from oral cancer.

 

“We can do more to protect America’s youth from a lifetime of addiction,” said CDC Director Tom Frieden, M.D., M.P.H. “The fact is, smokeless tobacco products, such as chewing tobacco, snuff or dip, can cause cancer of the mouth, esophagus and pancreas. And the nicotine in these products is harmful to the developing brain. Because we know tobacco-free policies in schools and other public recreational areas work, we must take action now so that our children are safe from these toxins.”

 

The data show a relationship between the number of sports teams on which an athlete plays and his or her tobacco use. Athletes who play on multiple sports teams use smokeless tobacco more and combustible tobacco less. During 2013, prevalence of smokeless use was 5.9 percent, 10.2 percent, 11.5 percent, and 12.5 percent among students participating in zero, one, two, or three or more sports teams, respectively. But combustible tobacco use was 21.3 percent, 19.6 percent, 17.1 percent, and 15.8 percent among students participating in zero, one, two, or three or more sports teams, respectively.

Recall Details

 

Units: About 5,500 baskets and 800 stands

 

Description: This recall involves the Tadpoles Baby and Kids brand Moses baskets and stands. The Moses basket is made from natural tan wild palm leaves and measures about 33 inches long by 14 inches tall and 10 inches wide. The stand has a pine wood frame, a fabric platform and polyester rope design. The stand measures 17 inches tall by 14 inches wide and 15 inches wide when extended. “Tadpoles” is printed on the clear plastic wrapping on the Moses baskets and stands.   

 

Incidents/Injuries: None reported.

 

Sold at: Babies R Us and buybuy Baby and online at Amazon.com, Bellacor.com, Kohls.com, Quidsi.com, Wayfair.com and Zulily.com from April 2014 through July 2015 for between $50 and $90 for the Moses basket and from June 2014 through July 2015 for between $25 and $35 for the stand.
