Prime Minister George Papandreou of Greece has narrowly survived a confidence vote in Parliament, calming a revolt in his own Socialist Party with a pledge to seek an interim government that would secure a comprehensive accord to save the euro, The Associated Press reported.

The President has a proposal -- the American Jobs Act -- that economists say could put nearly two million Americans back to work. But some in Congress are determined to block that jobs plan, so we're getting started with concrete actions that President Obama can take without waiting on lawmakers to debate legislation or pass a bill.

We are looking at everything that the government can do, and we know that some of the best ideas are going to come from people like you.

U.S. Added 80,000 Jobs in October; Unemployment Rate Dips to 9%

The United States had another month of mediocre job growth in October, the Labor Department reported Friday.

Employers added 80,000 jobs in October, slightly less than economists had been expecting. The figure for September was revised upward to 158,000, from the initially reported 103,000, in a month when the figure was helped by the return of 45,000 Verizon workers who had been on strike.

The unemployment rate, from a different survey, declined slightly to 9 percent, from September's 9.1 percent.

Holly Petraeus gets it


The White House, Washington


Good evening,

I want to make sure you heard a piece of news from Capitol Hill today.

This morning, Holly Petraeus, who has been leading an office at the Consumer Financial Protection Bureau to protect military families, went to Capitol Hill to highlight some of the most abusive practices our service members face in today's financial marketplace.
 
She explained that military families are the targets of predatory lenders. She talked about how many service members and their families struggle to make ends meet -- especially during deployments. And she said that the CFPB will help combat the lenders who try to take advantage of people with deceptive, unfair, and abusive lending practices.
 
But here's the thing: The Senate still hasn't confirmed President Obama's nominee to lead the CFPB, a former Attorney General from Ohio named Rich Cordray. The bureau needs a director to fully ensure that the debt collectors, private student loan providers, and payday loan providers are properly supervised and that consumers are not put at risk of falling prey to the same kinds of abusive practices that helped cause the worst financial crisis since the Great Depression.
 
Rich has spent his career advocating for middle class families, and enjoys broad, bipartisan support from the elected officials, business leaders, and consumer groups who have worked with him.

Take a minute to read what Holly had to say, and share her testimony with those you know.

Holly Petraeus is the daughter of a decorated general, wife of a four-star general, and mother of an Army soldier who served in Afghanistan.  I don't know if there's anyone who better understands what it means to be part of an American military family.

She just gets the stress and challenges that those who serve in uniform, as well as their loved ones, face.

And that's exactly why she joined the CFPB, to safeguard our military personnel and their families.
 
Republicans in Congress could be taking steps to grow the economy by passing the American Jobs Act. There is no reason why John Boehner should send his members home to their districts without passing a single measure President Obama has proposed to help put the country back on track. Nor is there any reason why the Senate should require 60 votes on these proposals. Republicans could be helping to ensure that every American family gets a tax cut. And Republicans should be working to protect consumers by confirming Rich Cordray.
 
We can't wait. That's why I want you to hear from Holly Petraeus. I want everyone to understand how much sense it makes for the Senate to put Rich Cordray to work.

Boy Scouts of America Recalls Cub Scout Wind Tech Jackets Due to Strangulation Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of Product: Cub Scout Wind Tech jackets

Units: About 5,400

Importer: Boy Scouts of America, Charlotte, N.C.

Hazard: The jackets have retractable cords with toggles at the hood/neck area and at the waist, which can pose a strangulation or entrapment hazard to children. In February 1996, CPSC issued guidelines (pdf) which were incorporated into an industry voluntary standard in 1997, to help prevent children from strangling or getting entangled on the neck and waist drawstrings in upper garments, such as jackets and sweatshirts.

Incidents/Injuries: None reported.

Description: This recall includes the blue Cub Scout Wind Tech jacket sold in youth sizes. The jackets are nylon with a polyester lining, long-sleeve, with a full zipper front and a Cub Scout wolf head emblem embroidered on the upper left chest. SKU numbers 73291, 73292, and 73293 are printed on the hangtag that is attached to the jacket at retail.

Sold at: Boy Scouts of America retail outlets nationwide and online at www.scoutstuff.org from November 2009 through July 2011 for approximately $32.

Manufactured in: China

Remedy: Consumers should immediately remove the cords from these jackets to eliminate the hazard, or return the jacket to Boy Scouts of America for a full refund.

Libbey Glass Recalls Glass Bowls Due to Laceration Hazard

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission and Health Canada, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of Product: Fantasy glass bowls

Units: About 16,600 in the United States and 2,000 in Canada

Importer/Distributor: Libbey Glass Inc., of Toledo, Ohio

Hazard: The glass bowl can break when subjected to sudden temperature changes or impact, posing a laceration hazard to consumers.

Incidents/Injuries: The firm has received one report of a glass bowl breaking while being washed in a commercial dishwasher. No injuries have been reported.

Description: This recall includes the Fantasy glass bowls sold with a lop-sided shape with one side taller than the other. The bowls are made of clear, colorless glass and were sold in only one size as 8.5 ounces. The bowls measure about 5 3/8 inches in height on the tallest side and about 2 1/4 inches across the base.

Sold to: Commercial customers for use in foodservice establishments nationwide from August 2010 through September 2011. In addition, 48 bowls were sold to consumers at Libbey Outlet stores in Toledo, Ohio and Shreveport, Louisiana from August 2010 through September 2011 for about $6 to $7. Also, 45 bowls were sold to consumers at Home Outfitters in Canada from August 2011 through September 2011 for about $6.

Manufactured in: China

Remedy: Consumers should immediately stop using the recalled glass bowls. Consumers can return the glass bowls to the point of purchase for a refund. Commercial customers should contact Libbey Glass Inc. to arrange for destruction of the product and receipt of a credit or refund.

Name of Product: UA Defender Chin Straps

Units: About 541,000

Retailer: Under Armour, Inc., of Baltimore, Md.

Importer: JR286, Inc., of Redondo Beach, Calif.

Hazard: The metal snap that connects the chin strap to the helmet has sharp edges, posing a laceration hazard when the user's metal snap comes into contact with another player.

Incidents/Injuries: Under Armour has received six reports of injuries that required stitches.

Description: This recall involves all UA Defender Chin Straps. They were sold in the following colors: white and black, red, midnight, navy and royal and have a hard nylon shell, a padded chin area and a plastic strap with "Under Armour" printed on it. The chin straps have metal clasps that tighten the straps and attach them to the helmet.

Sold at: Sporting goods stores and Under Armour outlet stores nationwide and at www.underarmour.com from January 2008 through September 2011 for about $20.

Manufactured in: China

Remedy: Consumers should immediately stop using the recalled chin straps and contact Under Armour for a free replacement chin strap.

Greek Prime Minister Calls Off Referendum on Bailout Plan

Saying that the plan had served its purpose by creating a broader national consensus behind the European Union debt relief deal for his country, Prime Minister George Papandreou of Greece said on Thursday that he was calling off a controversial plan to hold a national referendum on the deal.

The announcement followed word earlier in the day from the leader of Greece's main opposition party that he would reverse course and back the debt deal, which imposes new austerity measures on Greece, saying it was unavoidable. Mr. Papandreou still faces a confidence vote in the Greek Parliament on Friday.

European Central Bank Cuts Benchmark Interest Rate a Quarter Point to 1.25 Percent

The European Central Bank lowered its benchmark interest rate Thursday, as the new president, Mario Draghi, acted quickly to address a looming recession and acute tension caused by the sovereign debt crisis.

Mr. Draghi, assuming office at one of the most dramatic points in the history of the euro zone, signaled with the decision that he may be more willing than his predecessor, Jean-Claude Trichet, to tolerate inflation in the name of growth and economic stability. The bank cut the benchmark rate to 1.25 percent from 1.5 percent.

Woman Who Accused Cain Won't Go Public, Lawyer Says

Joel P. Bennett, the lawyer for one of the women who has made accusations of sexual harassment against Herman Cain, the Republican presidential candidate, said that his client had decided not to go public or to make a public statement herself in an effort to shield herself from the media frenzy swirling around the situation.

"She's not going to affirmatively make any public statements or public appearances about the case, everything will be through me," Mr. Bennett said. "She has a life to live and a career, and she doesn't want to become another Anita Hill."

Importer: Battat Inc., of Plattsburgh, N.Y.

Manufacturers: Rainbow Force Plastic Products, of China

Hazard: The magnetic tip of the drawing pen can dislodge from the pen, posing a choking hazard to children.

Incidents/Injuries: Battat has received 19 reports of the magnetic tip separating from the pen. No injuries have been reported.

Description: This recall involves the Toulouse-LapTrec magnetic sketchboard, which has a white plastic writing surface bordered by either a red or brown plastic frame, and has a bean bag type backing. The sketch board has four animal shapes across the top - a rabbit, dog, cat and duck. The multicolored magnetic pen is affixed to the front of the sketchpad. The model number BX1026 (red frame) or BX1027 (brown frame) can be found on a paper wrapper that comes with the product at the time it was purchased.

Sold at: Target and Barnes & Noble stores nationwide and by various online retailers from March 2010 to March 2011 for about $16.

Remedy: Consumers should immediately take recalled sketchboards away from children and contact Battat to receive a free replacement sketchboard.

Dutailier Group Recalls Drop-Side Cribs Due to Entrapment and Fall Hazards

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.

Name of Product: Drop-side cribs

Units: About 440 cribs

Importer: Dutailier Group Inc., of Quebec, Canada

Hazard: The slats on the drop side can detach from the top and bottom rails creating a space between the slats. An infant or toddler's body can become entrapped in the space, which can lead to strangulation and/or suffocation. A child can also fall out of the crib.

Incidents/Injuries: The firm is aware of 16 reports in which the slats on the drop side became detached from the top or bottom of the drop side rails of a crib. No injuries have been reported.

Description: This recall involves full-size, drop-side wooden cribs with part numbers that begin with E1230C2, E3500C2, E3540C2, E5100C2, E5140C2, E5530C2, E9000C2 and E9100C2. The Dutailier logo and the part number can be found on labels on the inside of the end panels.

Sold at: Children's products stores and other baby specialty stores from January 2009 through February 2010 for between $425 and $775.

Manufactured in: China

Remedy: Consumers should immediately stop using the recalled cribs and contact Dutailier Group to receive a free repair kit which consists of a new fixed side to replace the drop-side of the crib. In the meantime, parents are urged to find an alternate, safe sleeping environment for the child, such as a bassinet, play yard or toddler bed depending on the child's age.

Important Message from CPSC: CPSC reminds parents not to use any crib with missing, broken or loose parts. Make sure to tighten hardware from time to time to keep the crib sturdy. When using a drop-side crib, parents should check to make sure the drop side or any other moving part operates smoothly. Always check all sides and corners of the crib for parts separating that can create a gap and entrap a child. In addition, do not try to repair any side of the crib. Babies have died in cribs where repairs were attempted by caregivers. Crib age is a factor in safety. At a minimum, CPSC staff recommends that you do not use a crib that is older than 10 years old. Effective June 28, 2011, new, mandatory federal crib rules require that all cribs manufactured and sold after that date must meet new and improved safety requirements (pdf). Older cribs do not meet the new standard and can have a variety of safety problems. Check if your crib has been recalled at www.cpsc.gov

Pure Italian, LLC, Watertown, MA, the US Distributor, in conjunction with the manufacturer and packer, Bio Gaudiano, Italy, is recalling Bio Gaudiano Organic Olives Stuffed with Almonds all sizes (glass jars and cans) and all lots because it has the potential to be contaminated with Clostridium botulinum, a bacterium which can cause life-threatening illness or death. Two adults hospitalized in Finland were diagnosed with botulism after consuming almond stuffed olives produced by Bio Gaudiano lot# H2510X expiration 09/2012.

CDC Vital Signs provides recent, comprehensive data on key indicators of important health topics for key diseases, conditions, or risk factors. The November  2011 Vital Signs presents information on the nonmedical use of prescription painkillers.

 

Deaths from prescription painkillers have reached epidemic levels in the past decade. Nearly 15,000 people die every year of overdoses involving prescription painkillers. Use for nonmedical reasons for people in the US, age 12 older, is reported at 1 in 20 in 2010. Flash Forward 100 Years: Climate Change Scenarios in California’s Bay-Delta

USGS scientists and academic colleagues investigated how California's interconnected San Francisco Bay and Sacramento-San Joaquin Delta (the Bay-Delta system) is expected to change from 2010 to 2099 in response to both fast and moderate climate warming scenarios. Results indicate that this area will feel impacts of global climate change in the next century with shifts in its biological communities, rising sea level, and modified water supplies.

"The protection of California's Bay-Delta system will continue to be a top priority for maintaining the state's agricultural economy, water security to tens of millions of users, and essential habitat to a valuable ecosystem," said USGS Director Marcia McNutt. "This new USGS research complements ongoing initiatives to conserve the Bay-Delta by providing sound scientific understanding for managing this valuable system such that it continues to provide the services we need in the face of climate uncertainty."

This study provides the first integrated assessment of how the Bay-Delta system will respond to climate change. Results show that the combined effects of increasing water temperature and salinity could reduce habitat quality for native species, such as the endangered Delta smelt and winter-run Chinook salmon, and intensify the challenge of sustaining their populations. The study indicates that water-resource planners will need to develop adaptation strategies to address potentially longer dry seasons, diminishing snow packs and earlier snowmelt leaving less water for runoff in the summer. The study also describes risk from flooding as sea-level rise accelerates and extreme water levels become increasingly common. Increased intensity and frequency of winter flooding could also occur as a result of earlier snowmelt and a shift from snow to rain.

The Delta provides drinking water to 25 million people and irrigation water to farmland producing crops valued at $36 billion per year. Intensive efforts are underway among the USGS, the Bureau of Reclamation, the Fish and Wildlife Service, NOAA, and the State of California to address what will be increasingly difficult decisions regarding allocations of water for human consumption and biological needs. The report's findings provide new information that can inform planning of next steps in collaborative initiatives such as the Bay Delta Conservation Plan and contribute to the science foundation underlying the Delta Stewardship Council’s Delta Plan.

"As we plan for the future, it is important to consider more than just global warming," said USGS scientist and the study's lead author James Cloern. "We also have to consider other drivers such as land-use changes and population growth. A comprehensive assessment of the future looks at responses to global warming in the context of all factors that will change the resources we value."

In addition to providing future visions of the Bay-Delta system, this research provides general lessons to guide development of adaptation strategies for coping with climate change in other coastal landscapes. Anticipation, flexibility, and adaptability will be the keys to the success of those strategies.

Results of this study were recently published in the journal, PLoS ONE. The article, "Projected Evolution of California's San Francisco Bay-Delta-River System in a Century of Climate Change,” is available online.
