ESTIMATED NEAR LATITUDE 16.0 NORTH...LONGITUDE 80.3 WEST. RICHARD
HAS BEEN NEARLY STATIONARY AND LITTLE MOTION IS EXPECTED TODAY. A
SLOW WESTWARD MOTION WITH A GRADUAL INCREASE IN FORWARD SPEED IS
EXPECTED ON SATURDAY.

MAXIMUM SUSTAINED WINDS REMAIN NEAR 40 MPH...65 KM/HR...WITH HIGHER
GUSTS. SOME STRENGTHENING IS FORECAST DURING THE NEXT 48 HOURS AND
RICHARD COULD BECOME A HURRICANE OVER THE WEEKEND.
