WITH AN INCREASE IN FORWARD SPEED TONIGHT AND SUNDAY...FOLLOWED BY
A DECREASE IN FORWARD SPEED BY EARLY MONDAY.

MAXIMUM SUSTAINED WINDS HAVE DECREASED TO NEAR 75 MPH...120
KM/HR...WITH HIGHER GUSTS. OTTO IS A CATEGORY ONE HURRICANE ON THE
